Abstract

Development of Human Resources (HR) in organizations has an important role to improve the knowledge, abilities and work skills of employees. This study aims to analyze the strategy for developing human resources in the Department of Cooperatives, Small and Medium Enterprises and Labor in Tasikmalaya Regency. The research used in this study is a qualitative method, which is a study to describe and analyze in depth about the phenomena that occur. Data collection techniques were carried out through observation, documentation studies and in-depth interviews, while data analysis techniques were carried out through data collection, data reduction, data verification and conclusion drawing. Based on the results of the study showed that the strategy of developing Human Resources at the Department of Cooperatives, Small and Medium Enterprises and Labor in Tasikmalaya Regency can be done through several methods, including training methods, understudy, job rotation and joint progress, and coaching-counseling. The conclusion from this study is that the development of human resources in the Department of Cooperatives, Small and Medium Enterprises and Labor in Tasikmalaya Regency is still not optimal.
